So, after release they added x2; x4; x8 scopes.
Sens feels sluggish, probably input lag. ingame mouse smoothness option does not affect this. Manageable, but noticeable.

Feels decent here, maybe some optimization issues? I'm working on getting the missing scopes.

There is seemingly no connection between zoom level and sensitivity, so I need to analyze each of them manually.

Ok, I figured this stuff out i think. Maybe it'll help some poor bastard like me. So, I Use AMD GPU. In AMD software there is analogical option to NVIDIA anti-lag feature (reflex) - "Radeon anti-lag". In most games it does more bad than good, but in Once Human it's almost fixed the issue at any fps (not only with high one). I can run the game at 150-200fps, so restricting it to about 120 with this option enabled removes horrible sluggish mouse feel. 
Your mileage may vary, i believe unstable fps fps will still give sluggish mouse feel. Strange, because in other games mouse feels great even with 60-80fps.

false positive, I have no idea what it depends on. One day sens feels snappy and great, other days a bit sluggish and laggy. So yeah, disregard post above. XD

All scopes are added now :)

does the sens change based on camera distance?  the conversion feels off.

 

What distance did you do the measurements on?

It does not actually, but make sure smoothing is set to 0.

(I first wrote that it does, but when I reset the settings I didn't notice that the mouse smoothing was set to 30).
