Yes, the ADS sensitivity is not affected by the hipfire sensitivity, they are completely independent of each other. -
These options messes up the sensitivity completely, introducing both negative and positive acceleration. So it's definitely not recommended.

Yes, just a plain text file with the correct name. You can just copy any of the other config files and rename it and change the content if you are unsure

It's really sad... and weird. Especially considering Frostbite 3 is one of the most unique and best engines when just tuned properly. How they messed it up is a mystery to me, but two things are clear: It doesn't work. They don't care.
