It has a fixed sensitivity modifier that is completely unrelated to the FOV. So to find a corresponding MDV setting I need to know your FOV.

Yes, you can set it in display.sav. But I think the range is the same and you have to use a whole number, however you can set it in increments of 1. Use the "ULEB128" data format.
