It's the default zoom sensitivity for quite a lot of games that don't have separate scope sensitivity since it simply increases the 360 distance by the horizontal FOV difference. So half the FOV (what a lot of games call 2X zoom which is not what 2X optical zoom actually is) equals twice the 360 distance. The result of this is that moving the crosshair to the edge of the monitor is the same between aims. It can be great for flicking since what you see on the edges are always the same physical mouse distance away. It is not however suited for tracking a moving target, which is what MDH 0% is for.
