Sensitivity is not affected, but mouse cursor movement is since it's directly tied to the resolution. Also when you lower resolution a lot of things like the cursor and FPS counter will appear bigger since they are displayed in a set pixel size.1 point -

Only if the game is 2D (like osu) or if you change aspect ratio. Changing resolution with the same aspect ratio does not make a difference.1 point
