As for vertical vs. horizontal, it depends on what you want to achieve. However at 0% with your settings they will be the same.

Ok, since you have a stretched aspect ratio in CSGO it depends on whether you want to preserve the horizontal or vertical axis. The most natural will probably be the horizontal.
