So the bottom line is that it certainly doesn't hurt to make sure the pixel ratio is below 1, but it is by no means critical. Over 2 should be avoided. Are the images accurate or just example?

The sensitivity will either be out of range or have a very high discrepancy. What effect does that have on pixel count? 150% will make the cursor alternate between moving 1 and 2 pixels. So 1-2-1-2-1-2 etc.

Correct. There might be workarounds or hacks to make it go 1 pixel every time regardless of display scale, but I don't know of any. Your mouse settings won't fix it though, that's for sure.
