With the new patch, granular scope adjustment has been added along with a new sensitivity slider called "scope adjustment sensitivity". I'm not 100% sure if they've changed how the scope sensitivities work, or if this slider affects anything, but it might be worth looking into.

This is just how fast the scope zooms if I'm not mistaken, it has nothing to do with FOV or sensitivity.

No, sensitivity still has to be set in Input.ini. FOV however must be set in GameUserSettings.ini.
