Is there such thing as "Relative Sensitivities"?

 I have been in a constant struggle to find a sensitivity that really truly works for most aim reliant games I play. I have been messing around in "Kovaak's FPS Aim Trainer" and found 0.62 / 1600 DPI Source/Quake to be effective in 6 targets wall configuration. Once I apply this to CS:GO it doesnt perform nearly as well and being able to flick precisely to targets (without processing where my crosshair is placed before I shoot). To explain my question, I'd like to know is there such thing as being able to increase or decrease a specific sensitivity (say 0.62) and have a relative sensitivity that is higher or lower that performs the same?
