Does the 125% scale resolution in windows also applied to 2d interface in game?

just get a new 2k monitor and i use 125% scale. I use 0% to match my sens from desktop to 3d games. I want to know in this kind of situation, is the 2d interface in game like(OW, BF1,4, lol) also scaled like the desktop does? or the scale will go back to 100 after I have launched the game?

my feeling is that scale also applied to 2d in games. But this is not the same with my 4k windows laptop.
