Converting sensitivity

I think I know a solution for the perfect method of converting mouse sensitivity. No matter the difference between FOV's, or from 2D to 3D. So this seems impossible, but if we build a software, this would probably be easily done. I can't make this project work 'cause I'm not a software engineer, so I need your help. 

We know that mouse travels pixel by pixel in Windows Desktop. But this can't be done in 3D with any sensitivity, at least if the mouse' speed will change consistently at the right time. You also can't have the exact same sensitivity with games that have other FOVs. So our only option is to multiply the CPI automatically in some way and that's exactly what I was thinking.

For example: If I move my mouse 1 dot to the right (in a 3D game), I want to multiply my next dot by an amount, so it'll move another 1 pixel in game. And for example, if I don't move my mouse for 10ms, it'll reset the automation. It'll feel exactly like your desktop. Well, this will be very hard to formulate this. Maybe this is just absurd, but I want to hear other's opinion. I know I'm way to abstract about this, but this could be really amazing in my opinion.
