To me it feels like it gives you same feel of sensitivity across general/ads/scoped!? or at least the closest you can get it! Idk maybe similar-ish to BF4 Uniform soldier aiming!? Or am I way off? You are correct. A lot of games are fov dependent and use an additional scaler like this: (default fov / user-set fov) * sensitivity This results in monitor distance match, which will match depending on what type of FOV the game uses. Vertical FOV will match vertically (Rust, BF4), 4:3 FOV will match horizontally to 4:3 edge (CS:GO), and Res. Based Horizontal will match at the screen edge (Fortnite, PUBG). BF4 Uniform Soldier Aiming is very similar to this, it is matched Vertically (1:1 aspect ratio) but you can specify an additional multiplier, like 1.33 for 4:3, 1.78 for 16:9, etc.
